About ILDR – Institute of Legislative Drafting and Research, Legislative Department in the Ministry of Law and Justice
With the ever increasing number of legislation covering every aspect of human life, the importance of modern legislative drafting hardly needs any further emphasis. Legislative Drafting has its own challenges and expertise is required for drafting precise and clear legislation. The prospective Legislative Counsel needs orientation and training to develop the aptitude and skill in legislative drafting.
With a view to increasing the availability of trained Legislative Counsel in the county, the Institute of Legislative Drafting and Research (ILDR) was established as a Wing of the Legislative Department, Ministry of Law and Justice in January, 1989 on the initiatives of Mrs Ramadevi, former Secretary, Legislative Department and ex-Governor.
Since then, ILDR has been imparting theoretical as well as practical training in Legislative Drafting.
About Institute of Legislative Drafting and Research (ILDR) Internship in 2024
ILDR offers VOLUNTARY INTERNSHIP SCHEME FOR LAW STUDENTS pursuing their 4th and 5th year Five Year integrated bachelor degree in law or pursuing final Year of 3 years bachelor degree in Law from recognized law colleges in the country.
The purpose of the Scheme is to motivate students in creating interest in legislative drafting as a profession. The Scheme would help the students to enhance their legislative drafting skills and secure knowledge about the nature and working of the Legislative Department.
After the completion of the internship, it is expected that the interns would go out of the Legislative Department with deeper understanding of its functioning.
LawMint note : This is a unpaid, physical internship. The interns may be required to work out of the ILDR’s office at the address mentioned below; in New Delhi.
Conditions of the ILDR Internship for 2024
The following conditions shall be applicable to the Scheme :
- Every application under the Scheme shall be in the Form annexed and shall be recommended by the Dean or Head of the Department of the Institution, where the student is pursuing studies.
- The internship shall be open throughout the year.
- Application form shall be accompanied by a brief note not exceeding 250 words indicating applicant’s interest in legislative drafting.
- ILDR reserves the right to select the interns and to revise the Scheme as and when found necessary.
- Preference shall be given to students who have opted for legislative drafting as one of the subjects of study.
- Duration of the internship shall be between four to six weeks in 2024.
- No remuneration, allowance or expense shall be payable by ILDR under the Scheme and no employment liability shall be undertaken by it.
- Maximum number of interns selected shall be five at any point of time.
- Interns may have no access to files or folders in hard or electronic form, which are of classified or secret in nature and they may be restricted entry into any section, wing, chamber or room in the Legislative Department.
- Interns shall be available in the Legislative Department during the working hours and shall be required to sign the daily attendance register.
- Interns may be allowed to use the library of the Ministry of Law and Justice only for reference purposes.
- Interns may be assigned any responsibility relating to study, research or other work in connection with the functioning of the Department, and any material prepared by the interns shall be the property of the Department.
- Interns may work under the supervision of any officer to be decided by the Department.
- Any responsibility relating to study, research or other work in connection with the functioning of the Department undertaken by the intern shall be evaluated by the Legislative Department.
- Interns may be required to present a report at the completion of internship.
- A certificate of internship shall be issued by ILDR to the intern only on successful completion of the internship.
How to apply for 2024 ILDR Internship ?
- Go to the official website (See link at the end of this post)
- Download the application for (PDF) document
- Print the form on A4 size sheets
- Fill up the details
- Get the recommendation of the Head/Dean/Registrar of the Institution (With signature)
- Scan the completed form
- Attach a brief note (250 words), explaining your interest in Legislative Drafting (Written or Printed in a separate A4 size sheet.)
- Email the scanned form and attachment (In PDF format) to ildr.ld@nic.in
- (Optional) Send the physical copy of the form and attachment by post to the ‘Branch Office’ at the address given below
- Mention ‘ILDR Internship Application’ on top of the envelope
Expression of interest in Legislative Drafting
The application form has a text field that asks “Whether brief note (not exceeding 250 words) indicating applicant’s interest in legislative drafting attached”. You may mention ‘Yes – Attached’ in that field.
The essay is to be written or printed in a separate A4 size sheet and attached with the application form.
In the essay, explain why you are interested in Legislative Drafting, prior examples of any related / relevant activities you have participated in and what do you expect to gain through the internship.
